The Lebanese Local Government Election in North Lebanon took place on Sunday, 30th May 2004, the second time Lebanon elected its municipal councils for a term of six years since the end of the Civil War. Local government is important to people's lives.The Council's of Zgharta Zawie - Aalma:Aarjes:Aashash: Aintourine:Aitou:Arbet Qozhaia:Ardeh, Harf Ardeh, Beit Awkar, Beit Obeid :Basloukit: Bhairet: Bnachii:Daraya Bchennine: Harat Al Fawar: Iaal:Karabach:Karmsaddeh: Kfardlakos: Kfarfou: Kfarhata: Kfarsghab: Kfaryachite: Kfarzeina: Mazraat Al Toufa;Mejdlaya:Miriata, Al Kadrieh: Miziara, Harf Miziara, Hmeiss: Rachiine: Raskifa: Sebbell: Sereel: Toula Aljibbat Aslou; Zgharta Ehden - have a more direct bearing on peoples lives - fresh water, refuge collection, street repair- than perhaps the central government. Councillors are in general the unsung heroes of democracy and perhaps precisely because they are local, they are easy targets to vent frustration upon when things go wrong. But surely it is better for them to be there, nearby, than some unknown person in a city or capital. The current councils, as did their predecessors, face, to an extent, the same problems, chiefly income. As we said in our series on Local Government in Lebanon, it is our belief that increasingly local government will be required by central government to increase the amount it collects for itself from local taxes and other revenue sources, looking to outside entities for funding projects. There now seems more alternative sources open to the councils today, especially via Municipal Unions, from the European Commission, United Nations, USAID and the World Bank. What lays ahead for local government is uncertain; national political minds being focused more on new laws for parliamentary elections rather than municipal council elections. The next national elections, as the law now stands, will be the parliamentary elections in 2009, followed by municipal council elections in 2010. Observers say that the new parliamentary election law, putting to one side the possible different kinds of candidiates, will include provisions for the voting age to be reduced to 18, which we would have thought would have to be same for municipal council elections in 2010. Such a change both on the national and local level will, we believe, have profound changes in the dynamics of politics and public life. Whether the term of office for municipal councils should be reduced from the present six to say four years, is a moot point. A term of office in line with members of the national parliament seems more rational than having the same term of office as the President of the Republic. A reduce term may make local people, young or old, more willing and able to stand for election. Local government may then also become for younger members a training ground and a springboard onto the national stage of politics, as in other countries. The municipal council elections in 2004 now seem almost of an different era. As elsewhere in the world, local government elections are often affected by national politics rather than local issues. They are often treated as an mid-term referendum on the national government or as an reaffirmation of support. In Zgharta - Ehden, there was the total ascendancy of one list over another. Such an absolute result has tended, however, to polarise peoples perceptions of the Council. We admit in advance that we seem to report on this Council more than the others, but this is not from want of trying. During the term of the current Zgharta Ehden Municipal Council it has concentrated on tourism and the infrastructure, such as roads. The Council has been proactive in seeking to promote Ehden and the nearby Horsh Ehden Nature Reserve. Although events sometimes seem to conspire against such efforts. It is to be applauded for improving the amenities in Ehden, with new pavements and lighting at the Al Midan and signposts. The main avenue in Zgharta is much improved. The general ambiance of both town and village has been much enhanced, especially in regard to the lack of rubbish. Still there is lots to do for the remaining term. Of major concern to residents is the old issue of water - both drinking and waste. These are major projects requiring equally major investment. The news of the invitation for tenders for the construction of drinking water and waste water networks, seem to suggest that these concerns are now being addressed. It is understood that the project is being funded by the Abu Dhabi Fund for Development, through the, Lebanese Council for Development & Reconstruction. The estimated cost of the project is thought to be in the region of $US 15 million. The design of the project (including tender documents preparation) was undertaken by the office of Engineer Najib Ach'ouch. The consultant and supervising office is CREDO (Dr. Nizar Karam office). The tender deadline is 12th June 2007. Another issue which needs to be addressed by the Municipal Councils and their Union is employment opportunties for the young worker. As the main centre for work, Zgharta suffers from the legacy of the past and being near Tripoli and not that far away from Beruit, it is almost a satellite town. It has to attract new busineses from the outside so that the young are able to remain to live and work. As someone said to us from Zgharta but living in Beruit, " I go to Zgharta rarely - a funeral or a special event- there is nothing there to go for- no work no clubs. In the summer I go to Ehden as do my friends." Ehden will always be a vacation place and its employment requirements will be seasonal and not necessary attractive to the Lebanese sense of worth to be a source of local employment. We applaud the Councillors of Zgharta Zawie for their service to the community, who come from a long line of local people serving the community. From the times of Ottoman rule to the end of the 19th Century Zgharta and Ehden was administered by an appointed director for Ehden. In 1899, the Administrative Council of Lebanon, following the petition of Amine Bey Torbey, a member of the Council, passed a decree for the establishment of a municipal council in Zgharta-Ehden. Some sources suggest that the first municipality was in 1889, the year the slaughter house in Zgharta was built, but there is no record of its members, if there was one. In the 1960's many of the other municipal councils were created.
